Apply for food, cash, or Medicaid
The Iowa HHS Benefits Portal is the main online route for SNAP, Family Investment Program cash assistance, Medicaid, and several related benefit applications.

Housing or energy assistance
LIHEAP and weatherization are handled through local Community Action Agencies, while IowaHousingSearch.org, housing authorities, 211, and legal aid serve different rental and housing-stability needs.
Iowa uses both statewide and local application routes. The HHS Benefits Portal handles SNAP, FIP, and Medicaid, while child care assistance uses a separate Family Portal and LIHEAP, weatherization, housing, aging, and homelessness services depend on the local provider serving your county. Food assistance
For ongoing grocery help, start with Iowa SNAP or WIC when it fits the household. For food needed sooner, Iowa's statewide food-bank network and 211 can help locate pantries, meal sites, and other emergency food.
Iowa SNAP
SNAP provides monthly grocery benefits to eligible Iowa households. Applications can be submitted through the HHS Benefits Portal, at a local HHS office, or by paper, email, fax, or mail.

Iowa WIC
WIC provides nutritious foods, nutrition education, breastfeeding support, and referrals for eligible pregnant, breastfeeding, and postpartum participants, infants, and children under age five. Local WIC agencies complete enrollment.
Iowa Food Bank Association
Iowa's six Feeding America food banks and their partner networks serve all 99 counties. The association's locator identifies the regional food bank serving a household's area, which can then connect residents with local pantries and meal programs.
Iowa's 2026 SNAP food restrictions were reversed. On July 2, 2026, Iowa HHS announced that USDA directed the state to return to federal SNAP purchasing rules. Foods that were eligible before January 1, 2026 are again allowed. Use the current HHS guidance rather than older Smart SNAP restriction lists.
Housing, rent, and utility help
Iowa heating assistance, weatherization, rental housing, public housing, homelessness services, and tenant legal help are administered through different state and local organizations. Funding and waiting lists can change quickly.
Iowa LIHEAP
LIHEAP may help eligible households pay a portion of winter home-heating costs. Households with a member age 60 or older or a member with a disability may apply beginning October 1. Other households may apply beginning November 1. The regular application period ends April 30.
Iowa Weatherization Assistance Program
Weatherization may help qualifying households reduce heating and cooling costs through approved energy-efficiency and health-and-safety improvements. Applications are handled through the Community Action Agency serving the household's county.

Public housing and Housing Choice Voucher programs are administered by local and regional housing authorities. Waiting-list status differs by jurisdiction, so households should contact the authority serving their community directly.

211 Iowa can help residents identify emergency shelters, rent assistance, transitional housing, and the coordinated-entry provider serving their area. Iowa's housing-crisis system is regional, so the correct intake organization depends on location.

Healthcare coverage and clinics
Iowa Medicaid and Hawki cover different eligibility groups. The HHS Benefits Portal is the main state application route, and community health centers provide another way to reach local care.

Iowa Medicaid provides health coverage through several programs for eligible children, adults, pregnant people, older adults, and people with disabilities. Applications can be submitted through the HHS Benefits Portal, by phone, at an HHS office, or through a participating health center.

Hawki
Healthy and Well Kids in Iowa is the state's Children's Health Insurance Program for eligible children under age 19 whose families have too much income for Medicaid but meet Hawki requirements. Some families pay a monthly premium and some pay nothing.

Community health centers
Federally supported health centers provide primary care and may offer dental, pharmacy, behavioral health, substance-use, and other services. Health centers serve insured and uninsured patients and use sliding-fee programs based on income and family size.
Iowa Health and Wellness Plan requirements change December 1, 2026. Certain adults who apply on or after that date must meet monthly community-engagement requirements unless an exclusion applies. Existing members with renewals beginning in February 2027 may also be affected. Use current Iowa HHS guidance rather than older Medicaid summaries. Review the upcoming requirements.
Child care, family, and cash assistance
Iowa uses a separate Family Portal for child care assistance, while the HHS Benefits Portal handles Family Investment Program cash assistance. Provider search and Head Start resources are also available statewide.

CCA may help eligible families pay for child care while parents work, attend approved education or training, participate in PROMISE JOBS, or meet other program requirements. Iowa updated its family copayment schedule effective July 1, 2026.

Family Investment Program
FIP is Iowa's TANF cash-assistance program for eligible families with children. It provides temporary cash support while helping families move toward self-sufficiency, including employment and training support through PROMISE JOBS when applicable.

Iowa now handles the entire unemployment process through IowaWORKS, including initial claims, weekly claims, reemployment activities, and claim management. Eligible workers may apply online or at a local IowaWORKS center.

Older adults, people with disabilities, and caregivers
Iowa's aging and disability network can help residents locate meals, transportation, caregiver support, in-home services, benefits counseling, cash assistance, rent reimbursement, and adult-safety resources.

Area Agencies on Aging
Iowa has six Area Agencies on Aging serving all 99 counties. They connect older adults and caregivers with meals, transportation, options counseling, case management, caregiver support, respite, home services, and other community resources.
Iowa Rent Reimbursement
Low-income Iowa renters age 65 or older and certain totally disabled adults may qualify for partial reimbursement of rent paid. In 2026, qualifying residents can file claims for rent paid in 2025 or 2024.

State Supplementary Assistance
SSA is a state-funded program for eligible aged, blind, or disabled Iowans whose special needs are not fully met by the standard SSI payment. Covered categories include in-home health-related care, residential-care support, and other defined needs.

Iowa HHS receives reports of suspected dependent-adult abuse, neglect, or exploitation. The statewide reporting line operates 24 hours a day. Call 911 first when someone is in immediate danger.

The statewide call center provides free, confidential, 24-hour support to people affected by domestic violence, sexual violence, elder abuse, human trafficking, homicide, and other violent crimes. Advocates can connect callers with local shelter, legal, emergency, and support services.

Iowa and federal disaster assistance
Iowa Homeland Security and Emergency Management maintains a current table of counties with active disaster proclamations and application deadlines for the Iowa Individual Assistance Grant Program and Disaster Case Advocacy.
